Do Prescribers Comply with HTA Bodies Recommendation in the Same Way for Men and Women patients? Evidence from Alzheimer’s disease drugs in France
Abstract:
Heavy drug consumption in the elderly population induces major public health concern due to related adverse health events. Technology Assessment (HTA) bodies play an increasing role to discourage unnecessary prescriptions and to improve health care consumer safety. Our study explores the impact of HTA bodies’ actions on care providers’ prescriptions. It focuses on the gender-specific impact of change in a guideline of the French HTA agency issued in 2011 and recommending a restricted use of the drugs specific to Alzheimer’s Disease (AD). Individual quarterly health care consumptions from 2010 to 2013 were retrieved from a French statutory health insurance claim database. The probability of consuming AD drugs was then estimated using a first difference model to account for individual and time fixed effects. Estimations were carried out for men and women patients separately. Evidence of heterogeneous changes in the population under consideration were found. Specifically, the probability of consuming AD drug among women patients decreased after the release of the guideline, while it remained constant for men. This result contributes to increase the awareness of gender difference in provision of health care.
